To fulfill our mission we need to install 2 apps; One on the phone and the other on the computer. The good news is that these apps were developed by Microsoft, and they are completely free, as they currently only work on Windows and Android OS.
The first thing you need to do is to make sure you have the latest version of Windows 10, then you have to download the Your Phone app in the Microsoft Store for your computer, as well as the app from Google Play for your phone.
Once both apps are installed, you must log in with your Microsoft account and follow the steps on the screen on the computer and on your phone so that both devices can log in and link them properly.
When both programs finish initializing, you will have to go to the Calls section of the Your Phone app on your computer, activate Bluetooth on your smartphone and computer and wait to see the PIN code that will be used to link the two devices.
After your phone and your computer are properly connected, you will be able to make calls from your computer without an internet connection, because thanks to Bluetooth your computer acts like a sorts of phones.
Now, go to the "Calls" tab and try to type the name of the contact, or type the phone number you want to call. Once you press the call key, the call will be linked from your cell phone, but you can talk on the computer.
